Hi Team,
I have Site A, User1(with Manager role) & User2(with Consumer role) are member of that site.
In document library, for 1 document, permission inheritance is set to false and User1 is added with Consumer role.
But User1 has all the rights similar to manager permission, even though permission inheritance is set to false.
User2 is added with Manager role for that document and it is working as expected.
Is that expected behaviour for User1?

It depends... if User1 is the creator or owner of that document, than no matter what permissions are set via "manage permissions", they will have full control / full access on that document. This is expected default behaviour and simulates typical file system permissions.
